
Human Resources Specialist
Position Overview:
Under direction, manage the day-to-day activities of Workforce Development & Human Resources, including staffing, employee education and training, benefits administration, payroll, terminations, legal compliance and employee activities; and perform other related duties as assigned.
Primary Responsibilities:
This position reports to the Director of Workforce Development & Government Affairs. The Workforce Development Specialist position is responsible for executing and developing initiatives relating to recruiting, retention, performance management, compensation & benefits, talent management/organizational development, and employee relations.
The individual in this position will:
- Actively recruit for personnel. Participates in job fairs and other outreach programs.
- Develop hiring strategies that attract employees from a diverse background to support the organization’s Diversity, Equity, and Inclusion (DEI) initiatives.
- Manage the creation and implementation of effective and relevant staff onboarding and training tools and resources.
- Initiate new hire orientation process and paperwork including distribution of employee handbooks and benefits packet, if applicable. Respond to employee questions regarding benefits and other employee programs, or refer to appropriate individual.
- Support Open Enrollment activities, such as updating benefit information in Paycom, the benefit guide and presentation, and providing enrollment information to John Handcock.

- Oversee the calculating and transmitting of payroll for all paid personnel on a bi-weekly basis.
- Conducts or coordinates basic human resources procedures training with management. Additionally, arranges for annual professional development workshops for key personnel.
- Inform management of any shifts in staffing levels, potential legal issues, pending terminations, pending retirements and other related situations.
- Maintain personnel files for each employee in an organized and secure manner, including the updating of electronic employee database (HRIS).
- Foster a positive work environment and administer engagement and feedback tools.
- Other duties as assigned.
To Be Successful:
Candidates must be able to provide superior service delivery while working in a fast-paced, detail-oriented environment. It is essential that the individual in this role have strong organizational and communication skills. In addition:
- Bachelor’s Degree required in Human Resources or a related field.
- Minimum 3‐5 years human resources and/or workforce development experience required.
- Minimum 2-3 years in payroll experience preferred.
- Knowledge and experience with Paycom are a plus.
- Ability to maintain and handle confidentiality.
- Excellent verbal and written communication skills.
- Excellent interpersonal and conflict resolution skills.
- Strong analytical and problem-solving skills.
- Excellent computer skills and experience with standard business software, e.g., Microsoft Office. Ability to drive results and take initiative.
Physical Demands:
- This is largely a sedentary role; however, some physical demands are required. This includes the ability to lift files, open filing cabinets and bend or stand as necessary.
Standard Hours:
Monday-Friday; 8 a.m. – 4:30 p.m.
