Manager, Energy Efficiency Program Evaluation, Measurement & Verification


Job Description

This position provides evaluation expertise to support the achievement of business goals and strategic objectives of the Energy Efficiency program. The Manager will lead day-to-day management of the program evaluation, analyzing, documenting, and reporting energy data related to the planning and implementation of programs. The position also leads the evaluation of program performance, including internal evaluation and assessment of program performance, as well as management of independent, third party evaluations.  The position is a critical element in helping South Jersey Gas (SJG) and Elizabethtown Gas (ETG) design, administer, and evaluate programs for all customer classes.  This position will actively participate in Board of Public Utilities’ EM&V Working Group and coordinates with the Statewide Evaluator as directed.



Additional responsibilities include:

  • Evaluations and Studies: Fulfill all aspects of the design, administration and implementation of evaluation and study projects. Prepare and present evaluation and study findings. Integrate evaluation and study results into Technical Reference Manuals, Annual Reports and Triennial Plan. 

  • Data Requests: Coordinate response to data requests from the BPU, evaluation contractors and other entities. Support internal data requests and work with program managers to develop reports for use in the management of program delivery and budgets. 

  • Energy Savings and Benefit/Cost Modeling: Review and update benefit-cost model inputs, assumptions, and documentation; develop and maintain the Technical Reference Manuals; Ensure standardization of assumptions and methodology in energy efficiency savings calculations. 

  • Publications/presentations: Prepare program data for inclusion in SJG and ETG’s publications and presentations. 

  • Program database: Serve as liaison to the program database contractor; provide support for program use of a common Statewide Coordinator reporting and tracking database. Manage program database contract and development schedule for fixes and enhancements. Perform periodic review for data consistency and accuracy. 

  • Technology and Program Delivery Research: Investigate emerging energy efficient or alternative energy technologies and relevant program delivery strategies deployed across the country and prepare recommendations regarding the outcome of the research. 


Qualifications:

  • Bachelor’s degree in economics, business, engineering, or public policy, with 5-8 years of relevant experience, or;

  • Master’s degree with 5 years of relevant experience.

  • Strong project management, technical writing, and presentation skills

  • Strong analytical skills required, with the ability to do statistical analysis preferred

  • Proficiency using database management, either in managing large volumes of data, or developing framework for databases

  • Advanced user of Microsoft Office, especially Excel

  • Experience in utility or energy industry preferred

  • Knowledge of energy efficiency measures and technology preferred

  • Understanding of programs promoting Demand Side Management, Energy Efficiency and Demand Response preferred

  • Results driven, with a demonstrated ability to work both alone and in a team environment

  • Strong attention to detail and flexibility in handling multiple assignments
