Today, on June 15, Stage Two of the state’s reopening plan begins. The reopening plan, as established by Governor Murphy, is welcome news to many amid a myriad of complaints that the Administration is taking too long to ease restrictions as COVID-19 health data continues to improve in New Jersey.

Although several industries were listed as able to reopen under Stage Two, only some do so today including nonessential retail establishments and restaurants with outdoor dining capabilities. Takeout and delivery continue to be allowed, while indoor dining remains prohibited for the forseeable future.

Prior to officially entering Stage Two on June 9, per Executive Order 153, outdoor archery ranges, batting cages, golf courses, golf driving ranges, shooting ranges, tennis clubs, and chartered vessels were permitted to reopen.

In addition to the above, yesterday Governor Murphy unexpectedly announced, via Administrative Order, the following are permitted starting today, June 15:

• Public libraries can reopen for curbside pickup/drop-off only and use of any outdoor facilities on the  grounds. Indoor library use remains prohibited.
• Real estate open houses can resume
• Car washes can open
• Yard/garage sales can resume
• Fireworks displays at public gatherings are permitted, but must adhere to the guidelines outlined in Executive Order 152

Governor Murphy previously signed Executive Order 154, which permits additional businesses to reopen on June 22, including:

• Salons and barber shops
• Nail salons
• Recreational and municipal pools
• Massage parlors
• Tanning salons
• Braiding shops
• Electrology facilities/medical spas that perform elective and cosmetic medical procedures
• Number of individuals allowed at an outdoor gathering expected to be raised to 250 (currently 100)

Although listed as industries allowed to open in Stage Two, the Administration has yet to provide guidance on gyms/indoor fitness centers and museums, as well as other government services.

Please note that all of the above must occur in accordance with proper social distancing restrictions, face coverings, proper sanitization and other required health precautions as indicated by the state.

As for future reopening announcements, Governor Murphy has yet to provide any timeline as to when health data will be at a level to progress to Stage Three of the state’s reopening plan, which would essentially lift all restrictions on business closures.
