On August 27, the Assembly and Senate passedS232 / A2212 (Singleton / Weinberg / Ruiz / McKeon / Vainieri Huttle / Timberlake), which requires the New Jersey Department of Environmental Protection (NJDEP) to consider the cumulative impacts of locating new power plants or major manufacturing facilities in certain lower-income areas.
This bill now moves to the Governor's desk for his signature. Governor Murphy has already signaled his support for this legislation and is likely to sign the bill.
The CCSNJ supports the concept of environmental justice legislation, as well as its intended goal of attempting to tackle the complex issue of assuring a healthy environment in certain urban communities. However, the CCSNJ opposedS232 / A2212 (Singleton / Weinberg / Ruiz / McKeon / Vainieri Huttle / Timberlake), because as written it will disproportionally impact New Jersey-based manufacturers and certain public institutions. It will serve as a disincentive to expand facilities or attract out-of-state manufacturers to urban communities where the job growth is needed most.
