Legislature Slated to Tackle COVID-19 Bills Monday

On April 13, the New Jersey Senate and Assembly is slated to take up a package of bills to help provide relief to businesses during the COVID19 crisis. Although no information is publicly available for most, several measures were recommended by the New Jersey Business Coalition earlier this month, including moving the tax filing deadline to July 15, making changes to the New Jersey WARN Act, and extending previously approved permits. 


Although details on some of the below bills remain unclear, the CCSNJ is generally supportive of the following measures being voted on Monday:


A3906 (Coughlin) - Requires State government to lease hotel facilities as isolation centers for COVID-19 emergency.



*S2338/A3918 (Sarlo / Oroho / Bucco/ Pintor Marin / Wirths / Burzichelli) - "COVID-19 Fiscal Mitigation Act"; Clarifies filing and payment deadline extension for CBT and GIT taxpayers, modifies duration of State Fiscal Years 2020 and 2021, requires certain updates and presentation for State Fiscal Years 2020 and 2021.


S2342/A3915  (Bucco / Greenstein/Dunn / Bergen / Lopez) - Permits nonprofit corporations to allow members to participate in meetings by way of remote communication, and permits nonprofit corporations to hold meetings in part or solely by means of remote communication during state of emergency.


*S2346/A3919 (Sarlo / Sweeney / Singleton / Bucco / Calabrese) - Extends certain permits during COVID-19 emergency.


A3921 (Benson) - Authorizes Governor to permit emergency rent suspension for certain small business tenants during COVID-19 pandemic.


*S2347 (Sweeney / Greenstein / Kean, T.) - Establishes Employment and Business-Related Tax Deferral Assistance Program in EDA to allow small businesses to defer the payment and remittance of certain employment and business-related taxes during COVID-19 public health emergency.


*S2348 (Sweeney / Kean, T. / Bucco) - Allows CBT and GIT tax credits to certain employers that retain employees during COVID-19 pandemic.


*S2353/A3938 (Cryan / Quijamo ) - Excludes from severance requirements under "Millville Dallas Airmotive Plant Job Loss Notification Act" mass layoffs resulting from coronavirus disease 2019 pandemic.


*SR65 (Sarlo / Greenstein / Testa) - Urges creation of federal COVID-19 Business and Employee Continuity and Recovery Fund.
