Cooper Levenson selected as lead counsel for $3.4B Bader Field ‘renaissance’ in Atlantic City



Cooper Levenson law firm has been appointed lead legal counsel for the transformative redevelopment of Bader Field. Supporting DEEM Enterprises, the firm will navigate the complex regulatory and land-use hurdles for the ambitious $3.4 billion project known as “Renaissance at Bader Field.”

The selection comes at a pivotal moment. During his State of the City address on Jan. 22, Atlantic City Mayor Marty Small Sr. announced that the project is “as close to getting done as it’s ever been,” with a goal to present the final $100 million land sale agreement to the City Council by Feb. 18.

Bader Field, the 143-acre former municipal airport that gave the world the term “airport” in 1919, has sat dormant since 2006. The DEEM Enterprises vision seeks to convert this “brownfield” site into a world-class, net-zero carbon motorsport lifestyle community.

Key features of the proposed “Renaissance” include:

  • F1-spec road course: A 2.44-mile automotive track designed to FIA standards for use by residents and club members.
  • 4,000 luxury residences: Including unique “car condos” where enthusiasts can display their vehicles as integrated art pieces.
  • Economic anchor: The project is expected to generate $115 million for the city, including a $15 million donation for a new municipal recreation center and the construction of a new firehouse.
  • Sustainability leader: The developers are targeting LEED Platinum certification and net-zero status, powered by a dedicated microgrid.

Cooper Levenson’s appointment brings nearly 70 years of regional legal expertise to the table. The firm will manage the intricate coordination required between DEEM Enterprises, the City of Atlantic City, and the New Jersey Department of Community Affairs (DCA), which currently oversees the city’s finances.

The project is seen as more than just a housing development; it is a strategic shift for Atlantic City’s economy. By moving away from a gambling-only model, the “Renaissance” aims to attract high-net-worth automotive enthusiasts and create over 1,500 permanent jobs.
