COVID-19 Legislation New Jersey General Assembly 5-14-20 Session

COVID-19 Position Papers 219th Legislative Session

The Chamber of Commerce Southern New Jersey (CCSNJ) would like to voice our support for the following bills:

A3919 (Calabrese/Spearman) Extends certain permits, approvals, and deadlines during COVID19 emergency.

A-3959 (Mukherji) Establishes NJ Hospitality Emergency Loan Program in EDA to provide nointerest loans to qualified small hospitality businesses; makes $100 million appropriation to EDA from federal funds for certain small business assistance.

A-3965 (Moen) Expands existing EDA loan program to include certain small producers and retailers of alcoholic beverages.

A-3966 (Burzichelli/Freiman) Concerns delivery and sale of alcoholic beverages during declared state of emergency; requires ABC director to notify licensees of certain tax exemptions during emergency.

A-3996 (Lopez) Provides for waivers of contract penalties and modification of contract terms on public contracts between non-profit organizations and State agencies for failure to perform due to COVID-19 pandemic.

The CCSNJ is extremely pleased to see the Legislature’s continued focus on assuring that businesses have the proper tools to mitigate the looming economic crisis a result of COVID-19. The CCSNJ believes both aforementioned bills will give businesses additional flexibility and resources as they continue to navigate the impact COVID-19 will have on their operations.

However, the CCSNJ would like to voice our opposition to A-4131 (Karabinchak / McKnight) which imposes certain service and cleaning requirements on hotels. We are concerned this legislation would place additional burdens on the hotel/motel industry already struggling during this pandemic.

The CCSNJ thanks you for the opportunity to share our testimony on these bills.
