Experienced Site Remediation Environmental Engineer/Geologist/Scientist


Manko, Gold, Katcher & Fox, LLP (“MGKF”), an environmental, energy, litigation, safety, and land use law practice, with offices in Bala Cynwyd, Pennsylvania (suburban Philadelphia), seeks a highly motivated Environmental Engineer/Geologist/Scientist with at least 10 years of experience in site remediation matters.  This unique in-house position is designed to assist the firm’s legal professionals and clients by providing technical support, consultation, and project management resources in transactional, regulatory and litigation matters.  The candidate will be a member of our existing in-house Technical Consultant team, working in a multi-disciplinary environment, primarily with attorneys, but also with other in-house technical consultants, external environmental regulatory agencies, the firm’s clients, and outside technical consultants and experts.  Typical duties include regulatory agency and client interface, preparation of proposal requests, review of site remediation reports, preparation of remedial cost estimates, review of technical guidance and the technical aspects of laws and regulations, data analysis, and litigation support.

The focus of MGKF’s legal practice is the technically complex area of environmental law.  Our in-house Technical Consultant team assists our attorneys and clients in understanding and addressing the scientific, engineering, and other technical factors on which environmental laws and regulations are based.  Our in-house technical team, working together with and under the supervision of our legal staff, brings over 30 years of “real world” industry and consulting experience developed from working directly with business and manufacturing sectors such as real estate development (all sectors), aerospace, chemicals, glass, paper, petroleum refining, pharmaceuticals, power generation, printing and surface coating, metal products, food products, steel products, paint and pigments, waste management, among many others.  In addition to allowing for creative and effective approaches toward environmental legal challenges, our technical capabilities enable MGKF to serve as an interface between clients and outside environmental consultants.

Technical Consultant Responsibilities:

 

  • Support firm’s attorneys and clients on the environmental aspects of real estate and corporate transactional matters, site remediation, brownfields redevelopment, Superfund projects, RCRA Corrective Action projects, and related projects.

  • Review environmental assessments, environmental investigations, site inspections, soil and groundwater sampling, monitoring well installation and subcontractor oversight as relevant to the firm’s legal matters.


  • Support the firm’s clients and attorneys in reviewing highly technical reports, feasibility studies, work plans, design documents, and construction documents in support of site investigations and engineering design from pilot to full-scale remediation system design.

  • Review and develop remedial cost estimates.


  • Support management of medium-to-large, complex tasks to ensure internal and external expectations are met for scope, budget, schedule, and quality.


  • Travel locally on short-term assignments as needed.  Limited travel out of state may be required as-needed.


Minimum Qualifications:


  • Bachelor’s and/or masters degree in civil, environmental or chemical engineering, geology, hydrogeology or environmental science.


  • Prefer ten (10) years or more of experience in site investigation and remediation consulting.


  • Prefer demonstrated work experience in one or more of the following areas: Phase I/Phase II Environmental Site Assessments, environmental due diligence, soil and ground water sampling protocols, remedial investigations, risk assessment, remedial design, treatment process design and evaluations, design and implementation of in-situ remediation technologies, Superfund allocation, Superfund Remedy Operation & Maintenance, among others.


  • Experience with federal and State site remediation program requirements, regulations, and laws for projects in Pennsylvania and New Jersey, with preferred experience in other jurisdictions in the mid-Atlantic (Delaware, Maryland, New York).  Program experience in PADEP Act 2 Land Recycling, NJDEP Site Remediation, CERCLA, RCRA Corrective Action, etc.). 


  • Experience managing project tasks (field and office), subcontractors, and consultants.


  • Proficient in performing senior level interpretation work including remedial cost estimates, future remedial measures selection, and costing.

  • Experience performing conceptual and detailed remedial design work.

  • Demonstrated project management skills.

  • Advanced data evaluation and analytical skills.

  • Excellent technical writing, data management, organizational and communication skills.  (Note: a technical writing sample may be requested of the qualified candidate.)


  • Experience interacting with clients and regulatory agencies.

  • Working knowledge of Microsoft Office Suite.

  • Ability to pass a physical exam (indicating that there will be no restrictions for field activities or use of a full-face respirator).

  • Valid driver’s license.


Preferred Qualifications:


In addition to the basic qualifications, the qualifications below are desired but not required:


  • 40-hour HAZWOPER health and safety training certificate (with an up to date 8-hour annual refresher course certification).


  • Master’s degree in engineering, geology, environmental studies, or other closely related degree.

  • Holds or is otherwise eligible for professional licensure/certification as a P.E., P.G., Licensed Site Remediation Professional (“LSRP”), or absent certification, a minimum of 10 years working with a licensed professional.

Compensation: In accordance with local law, the salary for this position is applicable for the job associated with this requisition.  Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
